Yep, it's funny how requiring a junior officer's signature is considered to be any sort of procedural filter.

Being a career NCO, SSG Lacroy has picked up a little Bureaucracy Ninjitsu and knows a green lieutenant may have just the right combination of self importance and naivety to sign something a more experienced officer might not. He’s hoping it’ll provide just enough official cover to get something done that everyone involved knows should be done, if not for the red tape.

Spoiler alert, it’s going to work and this little subplot is going to wrap up in a couple pages... it’s time for violence!
